​ Notaries in Pennsylvania are permitted to officiate marriage by witnessing an “exchange of vows”.  This type of marriage ceremony is considered a civil ceremony and is valid if performed in the state of Pennsylvania with a valid marriage certificate.  The notary must ensure that a valid marriage certificate is presented by the county court judge or circuit court clerk. Please be advised that there is a 3-day waiting period before the marriage ceremony can be performed after obtaining the marriage certificate.  The only exception is if the couple has completed a pre-marital course, in which, the waiting-period would be waived.

​ The marriage certificate must remain in the possession of the Notary until the completion of the ceremony. Both parties must have their government-issued ID present for the certificate to be completed.  As well as, witnesses (optional) that will sign the certificate in addition to the Groom and Bride.  The Notary public is responsible for returning the completed certificate to the office of the county court judge or circuit clerk which issued the license within 10 days of marriage.
